The Programme Monitoring Methodology for the MIND4MACHINES project is a comprehensive framework designed to ensure the effective management and evaluation of funded projects, particularly those supported through open calls. This methodology consists of two major components: 

Open Calls Methodology

This component establishes clear guidelines and procedures for evaluating applicants and managing sub-grantee agreements. The process starts with the design of open calls, which includes the development of application guidelines, eligibility criteria, and evaluation processes. These guidelines ensure transparency and fairness, enabling a streamlined process for selecting high-potential projects that align with MIND4MACHINES’ objectives. The selected applicants enter into sub-grantee agreements, which clearly outline expectations, funding conditions, and reporting obligations.

Monitoring of Beneficiaries and Mentorship

Once projects are selected, continuous monitoring ensures that beneficiaries receive the necessary support to successfully execute their innovations. The monitoring process involves regular check-ins, progress evaluations, and performance assessments, all aligned with predefined KPIs. A critical part of this process is the integration of mentorship programs, which provide tailored guidance to beneficiaries. Mentors help in addressing project-specific challenges, ensuring alignment with broader program goals, and facilitating access to additional resources and networks. 

Assignment of Mentors and Evaluators 

  • Each sub-project is assigned a mentor and an evaluator from the consortium. 
  • The mentor serves as the primary contact, providing regular guidance, while the evaluator ensures objective assessment of milestones. 
  • The assignments consider geographical location and project alignment, ensuring proper support. 

Initial Monitoring Meeting 

  • Once a sub-project is selected and agreements are signed, the mentor schedules the first meeting. 
  • The purpose of this meeting is to introduce the monitoring process, define KPIs, and establish timelines. 
  • The mentor familiarizes themselves with the sub-project’s objectives, work plan, and expected deliverables, ensuring both parties are aligned from the start. 

Regular Monitoring Meetings 

  • Monthly monitoring meetings are held to assess the project’s progress, focusing on KPIs, deliverables, and any potential risks or deviations. 
  • Mentors ensure consistent communication with beneficiaries, documenting progress and updating internal records on the Sub-Project Monitoring File. 
  • If necessary, additional mentoring support is provided to mitigate risks or address challenges. 

Evaluation of Milestones 

  • There are two main evaluation checkpoints: an intermediary evaluation (usually at the 3-month mark) and a final evaluation (at the end of the project). 
  • The evaluation covers: 
    • KPIs: Monitoring progress against predefined targets. 
    • Deliverables: Verifying that required outcomes have been achieved. 
    • Reports: Beneficiaries submit detailed interim and final reports outlining project progress and results. 
  • Evaluations are conducted through joint meetings between the mentor, evaluator, and beneficiaries, with constructive feedback provided. 

Submission of Reports and Deliverables 

  • Sub-projects are required to submit their deliverables and reports via the F6S platform. 
  • The mentor and evaluator review the documents and provide feedback. Based on the evaluation, payment milestones are processed by the project coordinator. 

Final Evaluation and Payment 

  • The final evaluation assesses the overall success of the sub-project based on KPIs, deliverables, and the final report. 
  • If all targets are met, the remaining payments are processed. 
  • If significant deviations are identified, the sub-project may be required to resubmit reports or address identified issues. 

Continuous Improvement and Recommendations 

  • Throughout the monitoring process, feedback is provided to beneficiaries, with recommendations for improvement. 
  • The mentor tracks beneficiary participation in the Accelerator Program, helping them make the most of the available resources, including webinars, coaching sessions, and matchmaking events.
